During the funeral of Senior Advisor Yudai Kanou (Yudai Ishiyama), the Souryukai executives prepare for battle against the Fourth-Generation Sakata family, who were behind Kanou's murder. However, Chairman Yukihiro Kawaji (Hitoshi Ozawa), wary of the Anti-Boryokudan Law, hesitates to make the first move. Thus, instead of starting a full-scale gang war, he entrusts Takeshi Kanzaki (Hitomi Matsuda) with carrying out revenge on the direct perpetrators and mastermind. Where had Kanou's plans leaked from? Yoda, the president of Yoda Painting, owes a large sum of money to the Uratora clan, but the shabu Yoda was dealing in is given to Tetsuya and his group, who release him. Yoda is later found dead, and this makes the police aware of the shabu deal. The murder weapon for Yoda's murder is also found by the Uratora gang...

To celebrate his 30th acting anniversary, Kōji Matoba stars as Seiji Oda, the fiercest member of Tendokai, who joins the organization under Kazuma Washio (Hitoshi Ozawa). In 2011, Tendokai dominates Kanto, while the rising Santōkai threatens them. Meanwhile, in Yokohama, Seiji Oda forms a rogue group, Oda Dōshi-kai, and violently protects his turf, clashing with Jinseikai. As Tendokai's Vice-Head Ryuji Kondo retires, Keiji Oda (Seiji's brother) is tasked with calming the tensions between the two groups, leading to a reunion between the Oda brothers.

Chairman of the Souryukai, Yukihiro Kawaji (Hitoshi Ozawa), is shielded by Executive Director Takeshi Kanzaki (Hitomi Matsuda) who takes a bullet and is severely injured. The Sakata family holds an emergency executive meeting, attended by Detective Umezawa (Hoka Kinoshita) from the Fourth Investigative Division, to deny any involvement. Meanwhile, at the Souryukai, Vice Chairman Shinji Wakamiya (Kazuyoshi Ozawa) and the others begin to prepare for retaliation against the Sakata family. The tension between both sides rapidly escalates — following emergency surgery, Kanzaki narrowly escapes death. Then, at Kawaji's command, the battle finally ignites!!

With Munakata Seizo as boss, Sawamura Ryuichi and Soma Kunihito establish the Munakata-gumi under the banner of Resshikai. Soon after, Shindo-gumi’s Shimaki, carrying the missing ransom money, shows up at Munakata’s ramen shop. Meanwhile in Kyushu, Shindo-gumi schemes with the infamous Moji family for profit.
