The 7th popular series starring Hitoshi Ozawa. Hitoshi Soma, the leader of the Soma group, went to the third chairman, Goichi Yajima, with his feet settled with Keizo Sakai, who planned to take over the Shinseikai, and asked him about the killing of the same gate. On the other hand, the Hanshin Tigers' Murasame prepares to fight with the Soma group because Sakai's Odai was killed, but the chairman, Harimoto, takes measures. The Soma group and the Hanshin Tigers did not appear at the regular meeting of the headquarters. The stage is moved to Kochi, and the conflict between the Soma group and the Hanshin Tigers begins.

The Shimazu Clan of South Osaka, a longstanding yakuza group, built its foundation in the port cargo handling industry and maintained its independence as a traditional gambling syndicate. Tetsuo Sakuragi (Yasukaze Motomiya) formed a brotherly bond with Kenichi Kanamori (Yoshiyuki Yamaguchi) while in prison and, upon release, began serving as an executive for the Shimazu Clan. However, after two police raids disrupted their gambling operations, Sakuragi interrogates a regular customer, Hirata, and uncovers that it was orchestrated by the Koga Family. Sakuragi and Kanamori confront Tatsumi (Takashi Shigematsu) at his office, who had been manipulating Hirata, but Kanamori is shot by a Koga Family member. The long-standing cold war between the Shimazu Clan and the Koga Family erupts into full-blown conflict...!!

During the funeral of Senior Advisor Yudai Kanou (Yudai Ishiyama), the Souryukai executives prepare for battle against the Fourth-Generation Sakata family, who were behind Kanou's murder. However, Chairman Yukihiro Kawaji (Hitoshi Ozawa), wary of the Anti-Boryokudan Law, hesitates to make the first move. Thus, instead of starting a full-scale gang war, he entrusts Takeshi Kanzaki (Hitomi Matsuda) with carrying out revenge on the direct perpetrators and mastermind. Where had Kanou's plans leaked from? Understanding Mamoru’s dire circumstances, Sakuragi chooses to let the matter slide. However, the incident throws the Shimazu Clan's headquarters into chaos. Meanwhile, Hidetoshi Kaji (Hitoshi Ozawa), the leader of the Koga Family, interrogates Shimazu Clan member Takuzo Katsuya (Yoshimi Tachi) and learns about Mamoru’s involvement. Determined to settle the score, Kaji storms the Matsuno Association, the group that inherited the Morita Clan’s remnants, but fails to locate Mamoru. Relentless, Kaji has Matsuno’s members monitored, tracks down Mamoru’s whereabouts, and ultimately abducts him...

Chairman of the Souryukai, Yukihiro Kawaji (Hitoshi Ozawa), is shielded by Executive Director Takeshi Kanzaki (Hitomi Matsuda) who takes a bullet and is severely injured. The Sakata family holds an emergency executive meeting, attended by Detective Umezawa (Hoka Kinoshita) from the Fourth Investigative Division, to deny any involvement. Meanwhile, at the Souryukai, Vice Chairman Shinji Wakamiya (Kazuyoshi Ozawa) and the others begin to prepare for retaliation against the Sakata family. The tension between both sides rapidly escalates — following emergency surgery, Kanzaki narrowly escapes death. Then, at Kawaji's command, the battle finally ignites!!

The third-generation head of the Sakata family, Tatsuichi Kuroki (Jiro Dan), has retired. The successor to his position, however, is none other than Hiroshi Niwa (Shiro Shimomoto), who stands opposed to Wakagashira Yukihiro Kawaji (Hitoshi Ozawa)! Takeshi Kanzaki (Hitomi Matsuda), dissatisfied with Kuroki’s decision, decides to leave the judgment to his superior, Shinji Wakamiya (Kazuyoshi Ozawa). Due to the actions led by the president Takeshi Kanzaki (Hitomi Matsuda), the Soryukai is designated under the Violent Crime Control Law, and Osaka police officer Umezawa (Hoka Kinoshita) and others begin a raid on the house. Upon receiving the news, the Greater East Asia Federation also requested a response from the fourth Sakata-gumi. Meanwhile, Tatsuichi Kuroki (Dan Tokio), the retired leader of the Sakata III clan, suddenly collapsed and fell into a coma. Kanzaki, his own son, goes to see Kuroki...

As the Heisei era nears its end, the Shimazu Clan's second-generation boss, Yumizo Tokuma (Ryuji Katagiri), suffers a fatal stroke, triggering a power struggle. A succession battle erupts between Wakagashira Tetsuo Sakuragi (Yasukaze Motomiya) and Saiko-komon Kippei Hagiwara (Kazuyoshi Ozawa). Hagiwara's faction aligns with the Kanto-based Ichio Federation to block Sakuragi from becoming the third-generation boss. Targeted for assassination and detained by police, Sakuragi faces escalating conflict. The feud claims lives, including members of Hidetoshi Kaji's (Hitoshi Ozawa) Koga Family.
