The Shimazu Clan of South Osaka, a longstanding yakuza group, built its foundation in the port cargo handling industry and maintained its independence as a traditional gambling syndicate. Tetsuo Sakuragi (Yasukaze Motomiya) formed a brotherly bond with Kenichi Kanamori (Yoshiyuki Yamaguchi) while in prison and, upon release, began serving as an executive for the Shimazu Clan. However, after two police raids disrupted their gambling operations, Sakuragi interrogates a regular customer, Hirata, and uncovers that it was orchestrated by the Koga Family. Sakuragi and Kanamori confront Tatsumi (Takashi Shigematsu) at his office, who had been manipulating Hirata, but Kanamori is shot by a Koga Family member. The long-standing cold war between the Shimazu Clan and the Koga Family erupts into full-blown conflict...!!

Chairman of the Souryukai, Yukihiro Kawaji (Hitoshi Ozawa), is shielded by Executive Director Takeshi Kanzaki (Hitomi Matsuda) who takes a bullet and is severely injured. The Sakata family holds an emergency executive meeting, attended by Detective Umezawa (Hoka Kinoshita) from the Fourth Investigative Division, to deny any involvement. Meanwhile, at the Souryukai, Vice Chairman Shinji Wakamiya (Kazuyoshi Ozawa) and the others begin to prepare for retaliation against the Sakata family. The tension between both sides rapidly escalates — following emergency surgery, Kanzaki narrowly escapes death. Then, at Kawaji's command, the battle finally ignites!!

The Oriki-gumi’s quest for Owari unification is fractured by a bloody succession feud between Nobunaga (Hitoshi Ozawa) and his younger brother Nobuyuki (Masaki Nishimori). Nobuyuki’s reckless schemes invite full-scale invasion from Yoshimoto Imanishi’s Suruga forces, with Ieyasu Tokusawa (Yasukaze Motomiya) spearheading their advance into eastern Owari. The crisis drives boss Nobuhide Oriki (Tokuma Nishioka) into a fatal illness, leaving the family leaderless. The Oriki-gumi now faces not only an external war but also internal strife over succession. Across Owari, tensions flare. Nobunaga’s blood relative, Nobuyasu Iwasaki (HitomiMatsuda) of the Iwasaki-gumi, makes his move. Michizo Saimon (Shinzo Hotta) pushes his Saimon-gumi from neighboring Mino. And lurking in the shadows, the Tokyo Metropolitan Police plot the downfall of the yakuza world itself. Thus, the underworld descends deeper into its own warring-states era.

The third-generation Shimazu Clan leader, Tetsuo Sakuragi (Yasukaze Motomiya), arranges a meeting with Kenichi Kanamori (Yoshiyuki Yamaguchi), but Kanamori refuses to listen. Hidetoshi Kaji (Hitoshi Ozawa), the head of the Koga Family, takes matters into his own hands and eliminates Natsuo Hiroshige (Eiichi Furui), a former member of Shimazu’s Shinseikai faction, who was secretly working to link Kanamori with the Ichikō Alliance. As Sakuragi and Kaji struggle to address the Kanamori issue, Kanamori’s ties with the Ichikō Alliance deepen, leaving Sakuragi on the verge of giving up. Amidst discussions of Kanamori becoming a sworn brother to Shingo Ōtatsu (Yoshihiro Fujiwara), the Ichikō Alliance’s headquarters chief, Sakuragi sends assistant underboss Naruhide Funaki (Yuma Ishigaki) to infiltrate Kanamori’s group. Funaki desperately tries to prevent Kanamori’s alliance with Ichikō but ultimately reveals a certain truth to Kanamori that changes everything…

Upon receiving the news, the Daitoua Union demands a response from the Fourth-Generation Sakata family. In the midst of this, the retired Third Generation head Tatsuichi Kuroki (Jiro Dan) suddenly collapses and falls into a coma. His biological son, Kanzaki, goes to see him...

Assistant young head of Kimoto Kogyo, Naraoka (Kazuya Kimura), was caught just before he was about to kill the balls of Gunji (Riki Takeuchi), the head of the Kujukai Kujukai family, a rival organization. Now as boss, Nobunaga sets the underworld in motion once more: Ujiyasu Nanjo (Sansho Fukami) rises in Kanto, Motonari Mōriya (Shinichi Chiba) expands in Aki, and in Nagano the fated clash of Kenshin Uemura (Ryuji Harada) and Shingen Takebe (Shun Sugata) begins. The yakuza world has entered an age of war. In Owari, Nobuhide Oriki (Tokuma Nishioka) pushes for unification, while his son Nobunaga (Hitoshi Ozawa) seizes territory by force. Suruga boss Yoshimoto Imanishi (Naoya Makoto) launches an invasion, sending Ieyasu Tokusawa (Yasukaze Motomiya)—but he’s abducted by Nobunaga’s ambitious younger brother, Nobuyuki (Masaki Nishimori), who is soon captured himself. A truce is struck with a hostage exchange, but when the Imanishi underboss turns up dead, peace collapses and war erupts. Meanwhile, Michizo Saimon (Shinzo Hotta) of Mino, dispatching young Hitoyoshi Toyoumi (Hideo Nakano) on a dangerous mission.

Seven years have passed - Takeru Kanzaki (Hitomi Matsuda), the Wakamiya clan's Wakamiya head of the Gijinkai, is released from prison. He is reunited with Shinji Wakamiya (Kazuyoshi Ozawa), his parent in the world, for the first time in a long time. Kawaji was also present, and the Gijinkai was re-launched as the Sakata clan, with the aim of spreading Sakata's territory throughout Japan.
