Yoshino Hikari is a young woman with a bright and friendly personality. She quits her job working at a credit association in her hometown in order to move to Tokyo and work at a pet salon. Unfortunately, the salon she works for goes bankrupt and she loses her job, but somehow she manages to impress Bailiff Obara Itsuki who is the one carrying out the work. Obara Itsuki is not comfortable being around dogs, but the animals all seem to like Hikari. Obara sees this “gift” as an opportunity, and as a result, Hikari forms an uneven partnership with Obara and begins a new career path as a bailiff assistant.

22 years after the disappearance of his father, Wataru Kurenai lives in an infamous "haunted house" where he is destined as Kamen Rider Kiva to fight Fangires, a species of life force-draining vampires who can assume stained glass-like monster body that his father fought years ago before his disappearance. The members of the section headed by a veteran detective who worked his way up and has lost passion for his work, are a little idiosyncratic and somewhat difficult. It is merely a titular section meant to call the attention of the public to the fairness of the police. A sharp-minded female who gives the impression of an eccentric person, Akira breaks away from the bureaucratic work and genuinely starts to validate evidence, demonstrating her ability to take action and sense of justice in order to rally her disillusioned subordinates. Due to her incredibly blunt personality, a lot of people at her workplace dislikes her. Meanwhile, Haruko tries to solve cases with Detective Gota Aoki (Tadayoshi Okura), using her extensive knowledge of the weather.
