Yoshino Hikari is a young woman with a bright and friendly personality. She quits her job working at a credit association in her hometown in order to move to Tokyo and work at a pet salon. Unfortunately, the salon she works for goes bankrupt and she loses her job, but somehow she manages to impress Bailiff Obara Itsuki who is the one carrying out the work. Obara Itsuki is not comfortable being around dogs, but the animals all seem to like Hikari. Obara sees this “gift” as an opportunity, and as a result, Hikari forms an uneven partnership with Obara and begins a new career path as a bailiff assistant.

Nine universes of the previous Kamen Riders from the Heisei era are merging into one, something that would destroy all the worlds. 22 years after the disappearance of his father, Wataru Kurenai lives in an infamous "haunted house" where he is destined as Kamen Rider Kiva to fight Fangires, a species of life force-draining vampires who can assume stained glass-like monster body that his father fought years ago before his disappearance. The story is split between Wataru in the present (2008–09) and his father Otoya in the past (1986–87), slowly revealing the link between the Fangire race and Kiva.

With the progress made in forensic science, the number of cases of arrested criminals proven innocent because of new DNA tests have been increasing. The police always expect to swiftly solve cases. As crime scene detectives try to measure up to those expectations, they occasionally jump to wrong conclusions. Thus, the Tokyo Metropolitan Police's First Investigative Division set up the Evidence Verification Section and gave it the important task of validating cases that have been closed within a limited time in order to prevent wrongful convictions from happening as a result of out of control investigators at crime scenes. But its actual job is to correct typographical errors and omissions and stamp investigation reports with the words 'verification completed', and then send it over to public prosecutors. The members of the section headed by a veteran detective who worked his way up and has lost passion for his work, are a little idiosyncratic and somewhat difficult. It is merely a titular section meant to call the attention of the public to the fairness of the police. Deputy Inspector Shinkai Akira (Mizuki Arisa), a career elite who has been sidelined as a result of some incident, is assigned to be the new leader of the Evidence Verification Section. A sharp-minded female who gives the impression of an eccentric person, Akira breaks away from the bureaucratic work and genuinely starts to validate evidence, demonstrating her ability to take action and sense of justice in order to rally her disillusioned subordinates. He is furious at land development that is carried out by Alps Raicho Group. The Alps Raicho Group and their Alps Raicho Resort are run by the Tsukumo family. That family exerts tremendous influence around the region. The Tsukumo family seem like a well mannered family, but, in reality, they are a vicious family who will do anything for their own interests.

Takanashi Shoko is a former lawyer. She was disbarred from the law profession due to an incident. Later, she persuades a university professor, who is accredited as a lawyer, to open a law firm. Takanashi Shoko hires a lawyer and assistants to work at the law firm. The team goes after legal victory. They go up against a large firm in a civil suit. While working on the suit, the team experiences difficult situations.
