In 1990, Hagizaki Tatsuo, the accounting department chief of Ukishima Electric Works, was busy negotiating on getting a loan together with Sekino, the company's general manager. However, just as they were about to get the funds, Sekino was involved in a 200 million yen fraud and he later disappeared with the loan. The company decides to cover up the incident to protect its image, but Hagizaki wants to get to the bottom of the matter with the help of his newspaper reporter friend, Muraki. Hagizaki later notices that the case becomes darker and darker as he continues to investigate. He then meets a beautiful woman, Uezaki Etsuko, whom he believes hold the key to the entire incident.

A young man who showed little promise while a high school student becomes a master detective, just like his grandfather.

Detective Ukyo Sugishita confronts crime on the basis of his own convictions. He has a partner that works for him in the Special Task Unit. For the first 7 seasons, Ukyo’s first partner is Kaoru Kameyama. He is a good-natured, hot-tempered, straightforward and somewhat scattered detective. Beginning in Season 8, Takeru Kanbe replaces Kameyama. Contrary to his predecessor, Takeru is a lanky, cool, conceited and confident detective. From Season 11 to Season 13, Ukyo’s partner is a young detective Toru Kai. Toru is a son of Deputy Director-General of The National Police Agency. But he became a detective by his own effort. And starting with Season 14, Ukyo’s current partner is Wataru Kaburagi, an elite bureaucrat who came to the Metropolitan Police Department on temporary assignment. As the first partner without any career of a police officer, he will face challenging cases together with Ukyo.

Ichiro Numata (Hiroaki Murakami) is the chief editor of a publishing company. He suddenly falls unconscious and is hospitalized, but various cases takes place at the hospital. Hospital Director Kenichiro Asashima and Chief Nurse Junko Amemiya goes missing. There are rumors that they were in a close relationship. Head of Drug Management, Yasuharu Horimura is found dead. Rumors were that he stalked Junko Amemiya. The investigation into his dead is carried out as a suicide case, but Detective Eiji Kirishima (Takanori Jinnai) suspects foul play. Ichiro Numata follows with his sharp eyes what transpires at the hospital and he also holds a secret.

The members of this elite investigative team are unique individuals with their own personal troubles, but what unites them is their strong sense of justice. They each channel all their energy and skill to solve the most difficult cases.

The special will be set several months after the events of the drama. "Onizuka" learns of the imminent closure of the "Smile Duck" orphanage ("White Swan" in the original manga) due to a certain city development plan and some conflicts of interest for the politicians involved. University professor Kenzo Oshima (Hisamatsu Nobumi) is stabbed to death by someone in an alleyway in Tokyo, and Inspector Totsukawa (Takahashi Hideki) and Detective Kamei (Takada Junji) of the Metropolitan Police Department's Investigation Department's Investigative Division 1 arrive on the scene. According to the first finder, the victim died after saying "Totsukawa...". Oshima was famous as the leading authority on mitochondria, but he had never met Totsukawa... They find out that the man caught on the security camera is none other than their childhood friend, Akaike Shogoro (Matsuo Satoshi).

Kyoko Muromachi (Reiko Takashima), Yayoi Ichijo (Yoshiko Miyazaki) and Misuzu Yasaka (Atsuko Takahata) work at a police station. Kyoko Muromachi works in the general affairs section, Yayoi Ichijo in public relations section and Misuzu Yasaka in the cafeteria as a cook. Even though they are not detectives, they obtain information about cases and gather at the police station cafeteria to analyze the information. They actually find tips that can solve cases.

To combat rising crime and terrorist activities in Japan, the Japanese National Police Agency authorizes the formation of a secret motorcycle unit known as the Wild 7. The motley group consists of reformed convicts - ranging from simple thugs to former Yakuza members. The Wild 7 are tasked to take out criminals the police cannot touch - due to the criminal's connections with politicians and wily lawyers.

The #9 investigation team has been disbanded and members of the #9 investigation team have been scattered around. One year later, the Chief of the National Police Agency, Sojiro Kandagawa, orders the creation of a special investigation team to cover from the initial investigation until it is sent to the prosecutor's office. Sojiro Kandagawa appoints Sakutaro Munakata as the leader of the special investigation team. Former #9 investigation team members join the special investigation team.
