Set in Shinjuku's Kabukicho district, a town that never sleeps, a detective in charge of the Investigation Section 4, known as "Marubo", takes on the underworld, including numerous fights and terrorist attacks. At the same time, a threatening letter arrives with an arson threat addressed to the Governor of Tokyo, and the security system is strengthened, but someone makes the first move. Kumada is mistaken for the culprit at the scene of an assassination attempt on the governor of Tokyo and is escorted away. Meanwhile, a bomb threat is announced at the police station and the station is blown up. Kumada finally returns to the investigation amid suspicions that there is a spy among his own people. Sahara struggles to investigate Mikawa due to his ties to the powerful Yoshioka family. Meanwhile, suspecting religion is linked to an impending terror plot, Himuro begins reaching out to those connected to the World Kamome Church.
