Chairman of the Souryukai, Yukihiro Kawaji (Hitoshi Ozawa), is shielded by Executive Director Takeshi Kanzaki (Hitomi Matsuda) who takes a bullet and is severely injured. The Sakata family holds an emergency executive meeting, attended by Detective Umezawa (Hoka Kinoshita) from the Fourth Investigative Division, to deny any involvement. Meanwhile, at the Souryukai, Vice Chairman Shinji Wakamiya (Kazuyoshi Ozawa) and the others begin to prepare for retaliation against the Sakata family. The tension between both sides rapidly escalates — following emergency surgery, Kanzaki narrowly escapes death. Then, at Kawaji's command, the battle finally ignites!!

The third-generation head of the Sakata family, Tatsuichi Kuroki (Jiro Dan), has retired. Despite the peace efforts of Souryukai's Senior Advisor Yudai Kanou (Yudai Ishiyama), the conflict between the Souryukai and Sakata family only intensifies. Led by Executive Director Takeshi Kanzaki (Hitomi Matsuda), the Souryukai is designated under the Anti-Boryokudan Law, prompting Umezawa (Hoka Kinoshita) from the Osaka Prefectural Police to conduct a raid. Upon receiving the news, the Daitoua Union demands a response from the Fourth-Generation Sakata family. In the midst of this, the retired Third Generation head Tatsuichi Kuroki (Jiro Dan) suddenly collapses and falls into a coma. His biological son, Kanzaki, goes to see him...

With the death of Nobuhide Oriki (Tokuma Nishioka), a brutal succession battle erupts within the Oriki-gumi. By vote, Nobunaga (Hitoshi Ozawa) becomes second-generation boss, forcing his brother Nobuyuki into rebellion. In the bloody aftermath, Nobunaga kills both Nobuyuki and his relative Nobuyasu Iwasaki (Hitomi Matsuda). Tragedy deepens as his right-hand man Masahide Hirako (Jiro Okazaki) takes his own life, and his father-in-law Michizo Saimon (Shinzo Hotta) is assassinated in a coup. Now as boss, Nobunaga sets the underworld in motion once more: Ujiyasu Nanjo (Sansho Fukami) rises in Kanto, Motonari Mōriya (Shinichi Chiba) expands in Aki, and in Nagano the fated clash of Kenshin Uemura (Ryuji Harada) and Shingen Takebe (Shun Sugata) begins. But the greatest threat comes from Yoshimoto Imanishi (Naoya Makoto), leading the invasion of Owari. The “war of the elephant and the ant” is about to reach its endgame.

With Baba (Akihiko Kuwata) acting as Kyowakai chairman and Sakota (Hideo Nakano) leading the Marugami-kai, both groups begin a new chapter. Kyowakai finalizes long-delayed executive appointments: Hayashida (Ehara Shu) replaces the retired Nakajima as Shikoku block leader, while Hirakawa (Hitomi Matsuda) becomes Tohoku block leader by Baba’s nomination, easing concerns from Himuro (Yasukaze Motomiya), Tamura (Yoshiyuki Yamaguchi), and Ueki (Daisuke Nagakura). While drinking in Kobe, Baba drunkenly orders Himuro and others to “crush Marugami,” and the remark quickly spreads to Marugami and investigators. Baba then orders a manhunt, but Hirakawa objects and questions why the “Adachi-kai,” a group of delinquent gangs that fled Kyowakai’s control and formed in Tohoku, had been ignored. After being calmed by Himuro, Hirakawa heads to Tohoku to handle the group himself—setting the stage for new tensions involving Baba, Hirakawa, and the Adachi-kai.

Renji Himuro is cornered after the president Yuichi Kawatani and his assistant Wakagashira Yuto Tamura are arrested in the Marukami-kai's plan to destroy the Kyowa-kai. In order to overthrow the Sekine Cabinet, which has close ties with the Marukami-kai, Himuro supports his opponent, former Secretary-General Ishida, in the next presidential election, and tries to stop the Marukami-kai's plot.

Following the death of acting chairman Baba (Akihiko Kuwata), Kyowakai continues its hunt for Adachi (Atsushi Arai), while the Marugami-kai and the Special Investigation Unit closely monitor their movements. As expected by Himuro (Yasukaze Motomiya), Adachi contacts the Keihin Alliance's Sakagami (Yoshiki Kanahashi), prompting the Yamazaki Ichimon to stake out the group's key locations. Adachi attempts to strike a deal with Sunaga (Masataka Naruse) but flees when it falls through, escaping Teru (Yutaka Kyan) and Ryuji (Tatsuya Kishida). Himuro and Tamura (Yoshiyuki Yamaguchi) then change tactics by kidnapping Sunaga. Meanwhile, reports pour in that Yamazaki faction members are attacking the Keihin Alliance's affiliated groups, leaving everyone to wonder what Himuro's true plan is.

Three criminals pull off a major heist at a Tokyo bank and one of them hides the money in aplace that only he knows while the rest go into hiding. A year later, the one who hid the money is now dead and the two remaining robbers are desperate for the loot with crooked cops who are also in hot pursuit of the sizable bounty fast on their trail. They enlist the services of freelance criminals to aid them in their search, except there is a traitor in their midst. With the clock ticking the race is on to find the money first, but at what cost.

Himuro refuses, causing unrest. After meeting Ueki, Himuro decides to respect Kawatani’s wishes and announces only his retirement. At the same time, the Marugami-kai appoints Sakota as chairman following Mita’s death. Meanwhile, Sunaga of the Keihin Alliance approaches Shinjo and Komiya again. Pushing forward, he faces the wall of Kingo and Ginzo once again. Meanwhile, Akizuki, abandoned by Tenchi-kai and with nothing left to lose, attacks. In Omi, he forges a brotherhood oath with Nagamasa Asakawa (Daisuke Nagakura), further extending the Oriki-gumi’s influence. Alarmed, National Police Agency Director Ichijo (Masahiko Tsugawa) orders their destruction. Meanwhile, Ieyasu Tokusawa (Yasukaze Motomiya) abandons the Imanishi-gumi, declaring independence as the Tokusawa-gumi. Upon learning this, Nobunaga extends his hand, joining forces with Tokusawa in pursuit of nationwide unification. Elsewhere, Yoshiaki Ashitaga (Kazuyoshi Ozawa), ousted from the Murohachi Alliance, seeks to rebuild it, turning to Shingen Takebe (Shun Sugata) for aid—but is coldly passed around. And from Fukui, Mitsuhide Akashi (Mikio osawa) of the Amakura-gumi moves the pieces of the board, pulling the Oriki-gumi into the next great upheaval.

Sakuma, who was supposed to be dead, is alive. This brings the terror case to a sudden development. Kumada continues his investigation and tries to find a solution with the help of Kajiyama of the Kinugawa gang. Meanwhile, at the task force, a surprising relationship between the perpetrators and the police comes to light during the identity investigation.

The café is also forced to vacate after its landlord changes. Determined to uphold their code of protecting the weak, Kyowakai uncovers the Chinese organization Makino Group behind these incidents.
