Blind traveler Zatoichi is a master swordsman and a masseur with a fondness for gambling on dice games. When he arrives in a village torn apart by warring gangs, he sets out to protect the townspeople.

Beleaguered police detective Nishi takes desperate measures to try and set things right in a world gone wrong. With his wife suffering from leukemia and his business partner paralyzed from a brutal gangster attack, Nishi borrows from a yakuza loan shark and then robs a bank to clear his debt.

Dolls takes puppeteering as its overriding motif, which relates thematically to the action provided by the live characters. Chief among those tales is the story of Matsumoto and Sawako, a young couple whose relationship is about to be broken apart by the former's parents, who have insisted their son take part in an arranged marriage to his boss' daughter.

With Munakata Seizo as boss, Sawamura Ryuichi and Soma Kunihito establish the Munakata-gumi under the banner of Resshikai. Soon after, Shindo-gumi’s Shimaki, carrying the missing ransom money, shows up at Munakata’s ramen shop. Meanwhile in Kyushu, Shindo-gumi schemes with the infamous Moji family for profit.

Meanwhile, within Hachio-kai, tensions flare as newly freed boss Shirota’s faction clashes with acting leader Kurose Akito over the group’s new direction.

Having barely survived, Soma returns to the fold. Munakata and Sawamura raid Sudo’s hideout, but a hail of gunfire wipes out their leads. Meanwhile, a scandal involving Minister Kanzaki—engineered by Nawa-kai—hits the tabloids, only to be silenced under pressure from both Hachio-kai and Toyokai.

With the release of Uesugi Yoshitake approaching, the Toyokai receives an assassination threat against him. The leadership raises security, while Munakata Seizo restructures his group—naming Sakai Atsushi as underboss and Murata Kunio as his aide. Meanwhile, Sawamura Ryuichi and Soma Kunihito try to settle a dispute involving old comrades, but…

After killing Toishi, Sudo schemes to join the Hachio-kai, now led by his old acquaintance Kurose Akito. Meanwhile, Nawa-kai’s Sakurai pressures Finance Minister Kanzaki—an ally of Hachio-kai—for profit. This work is a spin-off drama from the film " Negotiator: Mashita Masayoshi ," which was released in May 2005 as a spin- off project "Dancing Legend Movie" of the drama " Bayside Shakedown," which was broadcast on Fuji TV in 1997. The story revolves around Inspector Kijima Joichiro, played by Terajima Susumu , who appeared in "Negotiator: Mashita Masayoshi" as the field commander of the special crime investigation unit chasing the suspect on the ground. In the story's chronology, this work takes place before "Negotiator: Mashita Masayoshi," and the final scene of "Fugitive: Kijima Joichiro" leads directly into the opening scene of "Negotiator: Mashita Masayoshi."
