In a Virginia resort town in August 1918, Christopher Brent is viewed as a slacker because he refuses to enlist. Secretly, Christopher is observing German spies who are passing information about coastal fortifications for invasion preparations. Seeing Christopher consort with Mrs. Miriam Lee, also from the secret service, his fiancee Molly Preston, who had been bothered by the talk about him, becomes jealous. When Molly's brother Norman discovers a German code book in Mrs. Lee's possession, Christopher, who obtained the book when he destroyed the wireless of the chief spy, Carl Sanderson, who also loves Molly, is suspected of aiding the Germans.

Gretchen Van Houck is just arriving in the USA, on a ship from Holland. She joins her father, who has already spent several years in America, where he owns an engraving business. In the tenement community where the Van Houcks live, there are residents of many nationalities. Gretchen soon becomes close friends with Pietro, a popular resident, and she also takes an interest in the widow Garrity and her children. Another resident, Rogers, is more mysterious. One day Rogers tells Mr. Van Houck that he could help him get a job printing money for the government. Van Houck eagerly agrees to try, but when he finds out what Rogers is really doing, he is placed in a painful dilemma.

Carma Carmichael, who lives with her uncle Quincy, is kidnapped by her renegade father Roger and taken to his ancestral Southern home. Uncle Quincy sends young Jack Carrington to investigate and goes into hiding, leading the Carmichaels to believe he is dead. Carma is at first suspicious of Jack's intentions but soon learns that the man who abducted her is actually an impostor who had murdered her father and now lives in the plantation with a group of thugs. Despite "Roger's" attempts to take Jack's life, the young man incites the thugs against him and they attack the house.

A poor Russian girl's beauty leads her unscrupulous uncle to bring her to the United States. There he is going to sell her into a marriage with a rich old man she has never met. But her lover, an returning immigrant visiting Russia from the U.S., sails on the same ship. When they arrive he learns, to his surprise, that the American police, unlike those of his native country, are not oppressors of the poor, but friends that will aid in securing the release of his beloved Marfa.
