Romeo lives a wealthy lifestyle in Bangalore, India, along with his widowed mother. He meets and is attracted to Madhu, who is also his fan. His mother meets with Madhu's grandfather and both arrange their wedding. Then Romeo finds out that Raj Mohan has been stealing body parts, especially kidneys, from patients in the Satya Moorthy Hospital, and then getting them killed via bus accidents. He meets with Raj and warns him that he is going to expose him publicly. Before he could that Romeo is shot, taken by ambulance, and thrown off of a cliff.

Siva lives with his father Soundarapandian, a police officer, and his little sister Geetha. Geetha gets engaged and Siva notes that his father will not invite his family to the wedding. Hence, Siva finds out his family's village and goes there. At his father's village, Siva is insulted by his uncle Sankarapandian, while his aunt Kamachi welcomes him. Soon, Kamachi's daughter Selvi and Siva fall in love with each other. How Siva reconciles his uncle and marries Selvi forms the rest of the story.

Madhu steals the map to a treasure during an archaelogical expedition and couriers it to the baddies in the movie. Kodiswaran begins work in this courier firm owned by Tiruchitrambalam. He rents a room in a house where Vijayakumari, Goundamani & Senthil, and Sundari stay. Captain Vishwanath, Vijayakumari's son is Aamni's murai maapillai, but refuses to marry her because of his loyalty to the country. By chance Arvind, who is pursued by Swapna, gets hold of the treasure map and goes hunting - during a crossfire between the army and the baddies.

However, Raju escaped because he saw a bad dream where he is killed by her family as if it will happen in reality. Due to that he vanishes. Raghavan understood her plight and helps her.

Based in Kancheepuram, Surya/Arjun makes a living as a con-man on the North Zone, and is assisted by his girlfriend, Baby; while the South side is presided over by Pashupati. When a Kolkata-based contractor hires the latter to kill District Collector Jaianand/Kishan, Surya decides to defend him - this results in his finding out that Jaianand is his look-alike. Karthavyam is a 1990 Telugu film directed by Mohan Gandhi. The film was a super hit and was subsequently dubbed into Tamil as Vyjayanthi IPS and became a hit there too. The lead actress Vijayashanti won the National Film Award for Best Actress for her performance in this film.

Kathirvel comes to the city to live with his friend Subramani. While Reshma is a soft-spoken college student, her mother Gangamma is an heartless lady rowdy. They So Gangamma tried to kill Kathirvel but Meenakshi intervened and was accidentally by her mother. Before her death, Kathirvel promised Meenakshi to not kill her mother. Kathirvel is now determined to unite the lovers. What transpires later forms the crux of the story.
