Graeme Richard Harper (born 11 March 1945) is a British television director. He is best known for his work on the science-fiction series Doctor Who, for which he is the only person to have directed episodes of both the original run (1963–89) and revived run (2005–present) of the programme, for which he won a BAFTA Cymru and Hugo Award.

Each episode deals with a murder investigation. In the early series, the stories are adapted from Burley's books and are in classic whodunit style, often with quirky characters and plot elements. In later seasons, the tone becomes more naturalistic and there is more emphasis on internal politics within the police.
