Hamburg business man Otto Westermann is also the boss of organized crime in the city. His reign as godfather is in danger, though, as an ambitious Sicilian mafioso enters the fray. His goal is clear and simple: he wants to take over Hamburg. But Westermann isn't as easy to defeat as the Sicilian expects. And soon Hamburg is on the verge of a bloody mob war.

The ship stoker Heini Holler leaves Greece for health reasons and reports to the consulate of fascist Germany. The consul sends him back to Hamburg. He had previously reported him to the Gestapo there as politically suspicious. On his arrival, Holler is immediately arrested. His comrades kidnap the consul and demand an exchange for Heini, which is to take place in Marseille. The Gestapo agree to this as a pretense and secure the support of the French police to arrest the kidnappers. However, the solidarity of the sailors in Marseille is stronger and Heini is able to cure his lung disease in the Soviet Union.

Over 40 Western agents lost their lives behind the Iron Curtain as a result. In May 1961, Blake is sentenced to 42 years in prison. But that is not the end of the story. In the Second World War, spring 1944: shortly before the planned Ardennes offensive, Germans and Americans stand waiting on the German-Belgian border. The small Eifel village of Winterspelt threatens to become the scene of a bloody battle. A German officer comes up with a plan to hand over his battalion to the Americans without a fight. He finds support from three inhabitants of the small village, who help him to present his offer of surrender to the Americans, which they ultimately reject.
