In 18th-century Edo, Tsutaya Juzaburo rises from a poor background to become a leading publisher. Despite political changes threatening his career, he works to shape Edo’s cultural scene through innovative books and collaborations with artists.

Ruri, having been abandoned by her mother to a foster care facility, lives a life of reckless abandonment. When Nakama Yuzo, a kind man but for a trigger-happy temper, runs into Ruri he realizes that perhaps she's the child he's been looking for. Yuzo lives in Hatomijima, a small insland in Okinawa where the population is 49 and the average age group is 61. There are no children. The island has only one school - a primary school. If a child is not enrolled in the school, it will be closed. As a result, society will abandon the island and in a few years, it will cease to have any inhabitants. To save their island, the locals decide to bring in a foster child. Ruri is their candidate, and with her she brings the hope of the island's survival.

Ayami, who works in the marketing department of an advertising agency, is about to turn 30 and is beginning to think that she would rather live her life for work than marriage. Just then, she meets Kurasawa, who works at the same company, and they soon find themselves drawn to each other.

Yasu's mother passed away when he was very young and his father abandoned him. Yasu's wife, Misako, also lost both her parents when she was young. In the present day, the local government of Katori City is in the process of sponsoring a taiga drama about its famous historical figure Tadataka Ino, who is known for being the first person to make a map of Japan in 1821. During the process of of making the drama series, a surprising fact is discovered about the first map. That fact is that Tadataka Ino was not the person who made the first Japanese map.

The drama series depicts the life of Tokuzo Akiyama, head chef of the Imperial Household Ministry’s Imperial Cuisine Division during the Taisho (1912-1926) and early Showa (1926-1989) eras. Based on a true story and book by Hisahide Sugimori, 'The Emperor’s Cook' follows the life of country boy, Akiyama, who arrives in Tokyo in pursuit of the culinary arts. Driven by a deep love for his wife and family, a great reverence for his teachers, strong reliance on friends and an abiding love for cooking, Akiyama eventually rises to become 'the Emperor’s cook'.

Only the most powerful female—head of Tokugawa shogunate—may keep a harem of handsome and unproductive males, known as "Ōoku".
