It has been compared to the now-cancelled NBC series LAX. Bumbling Hong Kong detectives Lui (Kenny Bee) and Leung (Tony Leung Ka-Fai) go undercover in an apartment complex to keep watch over Pearl Chan (Carina Lau), a high school teacher who is suspected to be connected to a rare diamond theft involving a notorious thief named Mr. Mickey (Simon Yam). Meanwhile, the legendary Black Rose (Veronica Yip) appears and is also in pursuance of Mr. Mickey, wanting him to surrender himself and the diamond in order to clear her name.

Hung is a street-wise smart aleck and Mak is his dumb sidekick. They are partners, mostly in unlawful jobs. One night, the two are spotted by Zaza in the middle of a heist. Consequently, they go to jail. Hung hates Zaza for this. In prison they are befriended by old timer Hui. The three run afoul of boss Orca and try to avoid Orca by insulting chief warden Ko. They are brought before correction officer who is none other than Zaza. Hung hates Zaza more.

The details of undercover police officers are deleted from a police database and a senior officer is left struggling to know who are the undercover officers and who are the criminals.

"Romeo and Juliet" in Hong Kong, except the widow Capulet is father Montague's childhood sweetheart. The young lovers try to reconcile their mothers with the help of the father, who is left with a bad taste in his mouth.
