Based on a true story, this film recounts the story of Diane Zamora and David Graham, two high school sweethearts who swear to always be together, even as they enter separate military academies. But when David confesses he had an affair with a classmate, Diane has an ultimatum, leading the two into a murderous pact with severe repercussions.

Police are stymied when a serial killer begins hacking up nude models all over L.A. In desperation, they hire sexy ex-policewoman Holly Jacobsen to do a little undercover work. At first her boyfriend Bobby Colter, also a cop, agrees to the plan, but when Holly moves from nude modeling to topless dancing to peep-show shower dancing, he begins getting a little possessive. Things get dicey when the killer, a transvestite who by now is totally obsessed with Holly, decides to make his move.

Jeanna Peterson, a reporter from Sight magazine, sneaks in to get an interview with mindlink artist Jeremy and inadvertently discovers that he is a mutant, not a "normal." He takes her on a ride through his old neighborhood where he gives money to the mutants that have been exiled there after the pollution disaster of the 1980s and 1990s. She decides not to reveal he is a mutant in his story, but encourages him to reveal it himself at his next mindcast, which will reach an audience of billions. However, when he begins his confession, the brutal Ian Stone interrupts it. He must now go underground, as the government broadcasts a message that he is wanted for impersonating and murdering Jeremy.
