Tetsuji Tachibana was fired as a pilot after Jim gave false testimony in an accident caused by Captain Jim's intoxication. Only Junpei Nambu, the editor-in-chief of “Kokuikai” (Aviation World), was on Tetsuji's side. Tetsuji questions Jim, but Jim refuses to tell him anything, and the atmosphere turns sour. At that moment, Yosuke Sugie, a former classmate of Tetsuji's at the Civil Aviation College, enters the office.

It is the Taisho era in Japan. A man has quit the Yakuza after five years and returned to Shikoku in order to begin his life anew as a ferryman. His boss, however, became ill and the boat is taken due to unpaid debts to the local thugs. His new life has not begun well and he is determined to rebuild the shattered business. Shadow Warriors is a Japanese television jidaigeki show featuring Sonny Chiba that ran for four seasons in the early 1980s. Chiba played different ninja characters in each series. In the first series he played Hattori Hanzō III, in second one he played Tsuge Shinpachi, in the third one he played Tarao Hanzō, in the fourth series and in Bakumatsu Hen, he played Hattori Hanzō XV. In the 2003 direct-to-DVD series Shin Kage no Gundan he played Hattori Hanzō I.

The year is 1926. It has been three years since the Great Kanto earthquake hit Tokyo. Everything is being rebuilt from the ground up. Because of Choshichiro’s complicated background, he lives among the commoners in the shogunal capital city of Edo, punishing the evil when he sees wrongdoings and injustice.

Hiroshi is the second officer on board the Hakuromaru. Lead by his captain, he heads out to town to recruit new crew members for their next voyage. Hiroshi is baffled when his captain approaches the Daigo-Kuroshiomaru crew, a notorious group nicknamed "the hoodlums of the sea". Their offer is greeted with scoffs and quickly turned down.
