Prague, Czechoslovakia, during the inter-war period. Jan Dítě, a young and clever waiter who wants to become a millionaire, comes to the conclusion that to achieve his ambitious goal he must be diligent, listen and observe as much as he can, be always discreet and use what he learns to his own advantage; but the turbulent tides of history will continually stand in his way.

During World War II, two French civilians and a downed British Bomber Crew set out from Paris to cross the demarcation line between Nazi-occupied Northern France and the South. Black marketeers Marko and Blacky manufacture and sell weapons to the Communist resistance in WWII Belgrade, living the good life along the way. Marko's surreal duplicity propels him up the ranks of the Communist Party, and he eventually abandons Blacky and steals his girlfriend. After a lengthy stay in a below-ground shelter, the couple reemerges during the Yugoslav Civil War of the 1990s as Marko sees the opportunity to exploit the situation.

In 1943, a childless couple, the Čížeks, decide to hide a Jewish refugee, David Wiener, the son of Čížek's former employer, in the secret pantry of their apartment. Čížek is aware of the danger into which he has brought his household and his neighbours, but he takes helping his fellow man in need for granted. But at the same time, as a largely unheroic hero, he is dying of fear. His personal situation is greatly complicated by the approaching end of the war, when he faces danger from both the Germans and his "honest" fellow Czechs...

When an unexploded WWII bomb is accidentally detonated in Pimlico, it reveals a treasure trove and documents proving that the region is in fact part of Burgundy, France and thus foreign territory. The British government attempts to regain control by setting up border controls and cutting off services to the area.
