Daniel Berger, a devious and corrupt civil servant, is willing to do anything to keep his empire of embezzlement intact. One day, he receives a visit from Werner Schäfer, a Zurich-based consultant tasked with assessing the efficiency of his administration. To make matters worse, Schäfer has taken up residence right next door to Berger's villa. Daniel's entire world is shaken by the arrival of this new neighbor.

Less than twenty years later, the Argentinians have lost literally everything: major national companies have been sold well below value to foreign corporations; the proceeds of privatizations have been diverted into the pockets of corrupt officials; revised labour laws have taken away all rights from employees; in a country that is traditionally an important exporter of foodstuffs, malnutrition is widespread; millions of people are unemployed and sinking into poverty; and their savings have disappeared in a final banking collapse. The film highlights numerous political, financial, social and judicial aspects that mark out Argentina's road to ruin.

The city is still as beautiful and alien and somewhat sad as before. But the port is dying, like so many other major ports. In Genoa, as elsewhere in Italy, the economic, social and political climate is highly explosive. But you also feel that things are in flow and the country is on the verge of some far-reaching changes. (...) The soldiers wait to battle unnamed terrorists, but instead, a bus full of prisoners arrives to the barracks. The commander orders the soldiers to execute the prisoners. At first, Džoni is shocked by the cruel killings, but as more prisoners arrive, he begins to enjoy the executions.
