Three assassins take on a band of thieves who specialize in murder.

In the early hours of April 13th, a five year old hemophiliac child was kidnapped by someone from Tanemura General Hospital in Tokyo, Setagaya. Tokyo Metropolitan Police Department Inspector Kitahara, who received the report, goes quickly to the Tanemura home, along with other police to speak to the family of the child. Then, suddenly, the phone rings. The kidnapper wants money.

In 1863, when American warships approach Japan, an enigmatic ronin becomes an important figure in a complex game of power between the Shogunate and the empire.

A group of seemingly ordinary merchants is really a band of assassins for hire. When they discover that all the assassins in Edo are being killed they must act quickly to find the culprit.

Executive management of a major Tokyo construction company are getting bumped off one after another. Hitoshi Kamibayashi (Takeuchi) and Yoshiro Yazaki (Sakakibara), who quickly rushed to the position of director of the sand group, crushed the conflicting organization, Ryugumi leader Mizuta, at the same Sumida River Association, and further expanded their position. At that time, Sorimachi, who once fought off the rice paddies and the five-minute brothers' cup, is released after a long sentence. Sorimachi is stunned by the strange appearance of the group. He was furious at the rise of Hitoshi and Yoshiro, and began to draw a picture of the killing of the two and the takeover of the Sumida River Association. On the other hand, Yoshiro, who noticed Iwami, the upper organization of the Sumida River Association, Don of the Kanto Ichienkai, approaches Misato, the daughter of Iwami.

Yoshiro Yazaki (Toshihiko Sakakibara), who is loved by Misato (Chikako Aoyama), the daughter of Iwami (Akira Nakao), a director of the Kanto Ichienkai, was forced into a difficult position between the Sumida River Association and Iwami. Hitoshi Kamibayashi (Riki Takeuchi), acting leader of the sand group, is approached by Iwami and is ordered to push Iwami in the next presidential election. However, Iwami is demoted by the presidential election due to the strategy of Sunagawa, the parent of Hitoshi. The furious Iwami immediately awakened the Iwami group and declared a full-scale war to the Kanto Ichienkai.

Death stalks a towering hotel under construction in Tokyo and love brings the guilty parties to a justice of their own choice. The motives are control of the hotel, blackmail and jealousy. The principals involved are two business partners, a political string puller and his son, lovers carrying on an illicit affair and a secretary turned blackmailer.
