One day Fukuzo guides Harumi, an old woman, to the Yasukuni Shrine where the souls of fallen soldiers are enshrined. Finding she has no place to go, Fukuzo carries her to his shack by the sea.

Mamoru Hirayama, the sales manager of Clover Shoji, a women's underwear manufacturer, was selected by President Usui to be the manager of the foreign affairs section newly established in the sales department. Masaaki Sakata, Yasushi Inoda, Osamu Yamabe, and Jiro Oi were assigned to this foreign affairs section. Hirayama, a former soldier, is suddenly enthusiastic when the company orders him to join the Self-Defense Forces. One day, in the library where the records of the former army are displayed, Hirayama recalls his memories of that time. South of Tokyo is a small island until quite recently relatively unchanged since feudal times. The humorous story of a group of likeable loser ("sucharaka") employees at an Osaka branch who learn that unless they band together and actually work(!), their company will go into bankruptcy. Miyako Chocho appears as the Company President.
