Based on a novel "The Battle Of The Yanagawa-Gumi" by Koichi Iiboshi, it tells the story of criminal Jiro Yanagawa. Released from prison, Jiro joins the notorious Yoshimizu Yakuza family as a member. Not long after however, he sets out to form his own Yakuza clan in Osaka. This sparks a bloody territory war with the Devils Dragons.

In prison for 50 years after massacring his corrupt workmates with a samurai sword in 1945, Ginji Sonesaki (Riki Takeuchi) is given the nickname of Ginji the Slasher. On his release he finds himself on the streets living with the homeless hiding from a man whose life he tried to end. His former boss and the object of Ginji's hatred is now a highly-regarded figure in politics but Ginji plans to remind him of his past transgressions and make him pay for ruining his life.

In 1970s-era Japan, three children, Kazuma Kiryu, Akira Nishikiyama, and his younger sister, Yuko Nishikiyama, are raised together in Shintaro Kazama's Sunflower Orphanage. In the summer of 1980, Yumi Sawamura, a young girl whose parents were accidentally shot and killed during a gang's shootout, joins them in the orphanage. Following a yakuza tradition, the honorable Kazama secretly raises orphans whose parents he has directly or indirectly killed. In return, the children love him as a father and he eventually inducts the teenage Kiryu and Nishikiyama into the Dojima Family, a Tojo Clan affiliate of which he is a senior officer.

The Panther Claw organization is driven by a relentless pursuit of wealth, using any means necessary to achieve their goals. However, their plans start to unravel thanks to the unexpected interference of a seemingly ordinary girl. This girl, who initially encounters Panther Claw by chance, turns out to be Kisaragi Honey, the ‘daughter’ of the brilliant cyberneticist Dr. Kisaragi Koshirou. Samejima (Riki Takeuchi), a member of the Igarashi group, thwarts a plan by Yano (Takashi Matsuyama), a member of the Hanamori group, to crush the group. Yano asks for an apology, but Samejima is reluctant. Meanwhile, Dojima (Yoshiyuki Yamaguchi), an executive of the Hanamori-kai, plans to expel Yano after his plan fails, and falsely tells Kurata, a group member who admires Samejima, that Yano is plotting to assassinate Samejima. Kurata (Go Ibusuki) is seduced by this plan and carries out the assassination of Yano without Samejima's knowledge...

In a yakuza world where brute force is no longer enough, the fearsome Igarashi-gumi faces a turning point. All eyes are on two successors: the hardline enforcer Samejima (Riki Takeuchi) and the young boss Segawa (Hiroshi Fuse). While the bedridden boss’s true wishes remain unclear, Segawa begins making secret moves behind the scenes. Greed and ambition ignite a bloody internal war over succession.

A man becomes entangled in a world of corruption and violence where powerful businessmen and politicians operate from the shadows. After being betrayed and pushed to the brink, he finds himself caught in a ruthless struggle involving organized crime and backroom power deals. As conspiracies unfold and danger closes in, he realizes that survival will require more than courage — it will demand retaliation. After choosing to disband the Kawahara-gumi, Kiryu is left in possession of a massive cache of the syndicate’s firearms. Unsure of how to dispose of them, he takes advice and puts the weapons up for sale at an underground auction. However, waiting at the venue is Kamiya of the rival Daido-kai—a man bound to Kiryu by old grudges. With an enormous stockpile of guns on the line, a brutal firefight erupts.
