A man begins a murder spree in a misguided effort to narrow the gap between the very rich and the very poor but when he starts to doubt his mission he finds that he has become addicted to killing and cannot stop.

This is the true story of Kim Hee-ro and his fight for justice in Japan. On February 20, 1968, two Japanese gangsters were killed in a cabaret in Shizuoka, Japan. Kim Hee-개, a Korean resident of Japan, was accused of th crime. Kim held 13 people hostage in a nearby hotel, trying to have his story of constant intimidation and threats by the gangsters told, but eventually he was captured and sentenced to life imprisonment.

A man with no ambitions or scruples, upon his release from prison, meets a former classmate who has fallen on hard times and has lost his will to try to better himself and his life.

A tough cop goes vigilante to rid the streets of a vicious gang boss after his friend is murdered. But along the way he discovers that his brother may also be mixed up in the hooliganry.
