In Vienna, a new jazz club featuring American trumpeter Buzzy Bellew threatens the existence of its neighbor, the Waltz Palace, run by Franz Strauss and featuring his granddaughter, singer Elsa. Smitten by Elsa, Buzzy hides his identity and association with the club -- whose owner intends to buy out the Palace property. When Elsa accidentally learns who Buzzy really is, it appears he may have to return to America alone.

Posing as a nobleman, Allan Harrowby takes out a policy with Lloyd's to insure that his upcoming marriage will occur, Dick Minot, Lloyd's assistant manager in the U. S., travels to San Marcos, Florida to handle anything that threatens to disrupt the wedding. On the train, Dick falls in love with Cynthia Meyrick, then discovers she is Harrowby's bride-to-be, he subdues his feelings.

In turn-of-the-century New York City, con artist Peaches O'Day befriends Captain Jim McCarey, a cop who must turn her in unless she leaves town. After catching her show, a crooked mayoral candidate tries to shut it down when Peaches demurely declines his romantic overtures. McCarey jumps in the race for mayor, and the loyal Peaches fervently campaigns for him.

Jim "Lucky" Moore, an insurance salesman, comes up with a novel policy for his friend, Steve: a 'love insurance policy', that will pay out $1-million if Steve does not marry his fiancée, Cynthia.
