An engaged couple discovers the corpse of a woman killed by strangulation in the Santo Amaro dam. Inspector Castro and his assistant, Pedro, start the investigation, collecting testimonies, and find a phone number with the name Conceição in the victim's pocket.

The town of Vila Velha is put under a reign of terror by a powerful colonel nicknamed "The Devil", who influences local politicians and hires gunslingers to shoot down those who stand up to him.

Neusa, the mistress of millionaire Rodrigues, plans her own kidnapping with Rubinho, the son of a tycoon, in order to pocket the reward money. The accomplice, in partnership with the adventurer known as the Crazy Exorcist, spends all the money on parties and women. Rodrigues hires detective Beto—whose wife was murdered—to solve the case. With the help of police chief Jonas, Beto uncovers the scheme and finally, those responsible are arrested.
