A pizza baker orders his listless driver to deliver pizzas. The order has been placed by two policemen who are monitoring a property. They plan the big coup by taking the money from the gangsters under surveillance themselves and absconding. The gangsters themselves are expecting a drug deal. However, when the deal goes wrong and the policemen intervene helplessly, the pizza delivery man sees his chance and disappears with the money.

Dr. Emilia Seiler, a consultant at the Bavarian Ministry of Social Affairs and responsible for youth homes in Upper Bavaria, takes over the educational management of a youth home in Landsberg am Lech on an interim basis, as the manager in charge has been suspended. The home was founded in accordance with the "Home instead of detention" guidelines she had drawn up. She immediately clashes with the home's managing director, Mathias Hartmann, who is primarily interested in the home's balance sheets.
