Based on a novel "The Battle Of The Yanagawa-Gumi" by Koichi Iiboshi, it tells the story of criminal Jiro Yanagawa. Released from prison, Jiro joins the notorious Yoshimizu Yakuza family as a member. Not long after however, he sets out to form his own Yakuza clan in Osaka. This sparks a bloody territory war with the Devils Dragons.

In prison for 50 years after massacring his corrupt workmates with a samurai sword in 1945, Ginji Sonesaki (Riki Takeuchi) is given the nickname of Ginji the Slasher. On his release he finds himself on the streets living with the homeless hiding from a man whose life he tried to end. His former boss and the object of Ginji's hatred is now a highly-regarded figure in politics but Ginji plans to remind him of his past transgressions and make him pay for ruining his life.

In 1970s-era Japan, three children, Kazuma Kiryu, Akira Nishikiyama, and his younger sister, Yuko Nishikiyama, are raised together in Shintaro Kazama's Sunflower Orphanage. In the summer of 1980, Yumi Sawamura, a young girl whose parents were accidentally shot and killed during a gang's shootout, joins them in the orphanage. Following a yakuza tradition, the honorable Kazama secretly raises orphans whose parents he has directly or indirectly killed. In return, the children love him as a father and he eventually inducts the teenage Kiryu and Nishikiyama into the Dojima Family, a Tojo Clan affiliate of which he is a senior officer.

The Panther Claw organization is driven by a relentless pursuit of wealth, using any means necessary to achieve their goals. However, their plans start to unravel thanks to the unexpected interference of a seemingly ordinary girl. This girl, who initially encounters Panther Claw by chance, turns out to be Kisaragi Honey, the ‘daughter’ of the brilliant cyberneticist Dr. Kisaragi Koshirou. Kurata (Go Ibusuki) is seduced by this plan and carries out the assassination of Yano without Samejima's knowledge...
