After the events of the previous film, the 17 years-old Sukeban Deka III, Yui Kazama, works for the Juvenile Security Bureau along with her older sisters Yuka and Yuma. This organization is led by politician Kuraudo Sekin, who fights juvenile crime in heavy-handed manners, to the extent to equip his student agents with triple-bladed yo-yo weapons. However, when Sekin's methods become too zealous, Yui quits the bureau and refuses to undertake undercover missions for them. It is soon discovered that Sekin's actual goal is to overthrow the Japanese government, and the Kazama sisters, along with a gang of young outcasts, have to stop him.

Togashigumi, who is planning to go to Gekokujo at the Kanto Ichienkai, was enthusiastic about the sima of the sand group. Deputy head of the sand group, Hitoshi Kamibayashi (Riki Takeuchi) and its chairman, Yoshiro Yazaki (Toshihiko Sakakibara) will raise the alert of the Togashigumi. In such a situation, Yoshiro is trapped by Togashigumi and is suspected of killing Togashigumi. Jin embarks on an attempt to uncover the truth instead of Yoshiro who dives underground. While Togashigumi's chairman, Kaido, declares war on the sand group, Hitoshi has to aim for Yoshiro as an organization's kejime.

Sakai, the chairman of the Ichienkai, has collapsed. It brought great ripples not only to the Kanto region but also to the gangster organizations nationwide. The fierce men of each Ichienkai organization who have lost the restraint of Sakai and reveal the original fangs of the gangsters. Among them, the one who exposed the most ambition was Kurobe, the chairman of the largest organization "Tama Union" in the Ichienkai.

The young Jin Kambayashi, still a cadet for the Suna clan, tries to shoot the second head of the rival Kurokawa clan, but accidentally shoots Giro Yazaki, a young man who has nothing to do with the yakuza, in the leg. Giro, an activist with dashed dreams of revolution, resonates with Jin's simple, straightforward way of life and volunteers to become a yakuza. Meanwhile, Onimaru, a lieutenant of the Kurokawa clan, has murdered the second head of the clan and is about to pin the crime on the Suna clan.

The leader of the Uchida group, who belongs to the Ichienkai, is an outlaw who has expanded his power by breaking the law and vandalizing the stripes. Hitoshi meets Muroto, the young head of the Uchida group, and searches for it, but on the way back, a gun is pointed at Seiji, the only son of the Uchida group leader. On the contrary, Jin who seized Seiji tries to use it as a trump card for expulsion of Uchida-gumi ?!
