This was due to the incident in which Kenji Kano, the underboss of the Matsuura Family, beat to death the civilian Takatsu. At the same time, Sunagawa restarts the "Commercial Mutual Aid Association," which had stalled due to Matsuura's opposition, and intensifies efforts to recruit members.
