Tatsuya Shirakawa is a young leader of the Kurosu clan whose territory is Shibuya. The Kurosu clan has succeeded in making 20 billion yen from the sale of golf course stock certificates, just as young leader Tatsuya Shirakawa had hoped. At first, Kurosu is reluctant to attend the party, but finally does so at the urging of Hakuryu and others.

This is the only time in the series that Hakuryu has an all-out confrontation with the police. The highlight is how Hakuryu maneuvers his way out of the trap set by the police.
