Stairway to Power: The Road to Prime Minister
Magazine journalist Renji Himura is suspicious of the corrupt nature of Japanese politics and has uncovered a number of parliamentary scandals in his quest to clean up the political scene. His feud with his father, Tetsuya Himura, a member of the House of Representatives of the ruling Republican Party of Japan, reinforces Renji's aversion to political power struggles. Tetsuya is a member of the party's largest faction, the Teikankai, along with his ally Yuichi Tanigawa, who was elected in the same year, but becomes increasingly dissatisfied with the methods of faction chairman and former Prime Minister Shiro Oda. In order to regain the prime minister's office, Oda has brought in Kojiro Suzuki, the current prime minister, and is building a puppet government. Then, Renji receives a tip-off from a mysterious person.

After wiping out the Kamome Church, Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) put the matter to rest. Himuro returns briefly to Kobe with Joji (Takashi Kitadai), reflecting on how Kobe has become home and on their violent past in Yokohama. Meanwhile in Kobe, a delinquent group led by Isamu (Hidemi Higa) and Nobumitsu (Takuya Negishi), reminiscent of the younger Himuro and Tamura, causes trouble in Masaki-gumi territory. Following Kawatani’s (Hitoshi Ozawa) orders, Joji visits Masaki-gumi with Ishizawa (Hiroto Honda) and Yamamura (Kenta Kawasaki), but is delayed by Masaki’s (Yoshiaki Umegaki) old-fashioned lecturing. Soon after, a Masaki-gumi member reports being robbed by Isamu’s group. Although Joji offers to help, he is turned away. Following the death of acting chairman Baba (Akihiko Kuwata), Kyowakai continues its hunt for Adachi (Atsushi Arai), while the Marugami-kai and the Special Investigation Unit closely monitor their movements. As expected by Himuro (Yasukaze Motomiya), Adachi contacts the Keihin Alliance's Sakagami (Yoshiki Kanahashi), prompting the Yamazaki Ichimon to stake out the group's key locations. Adachi attempts to strike a deal with Sunaga (Masataka Naruse) but flees when it falls through, escaping Teru (Yutaka Kyan) and Ryuji (Tatsuya Kishida). Himuro and Tamura (Yoshiyuki Yamaguchi) then change tactics by kidnapping Sunaga. Meanwhile, reports pour in that Yamazaki faction members are attacking the Keihin Alliance's affiliated groups, leaving everyone to wonder what Himuro's true plan is.
