It is the Taisho era in Japan. A man has quit the Yakuza after five years and returned to Shikoku in order to begin his life anew as a ferryman. His boss, however, became ill and the boat is taken due to unpaid debts to the local thugs. His new life has not begun well and he is determined to rebuild the shattered business. The Yakuza, however, have added the ferry business to the rest of their portfolio of local concerns.

Tetsuji Tachibana was fired as a pilot after Jim gave false testimony in an accident caused by Captain Jim's intoxication. Only Junpei Nambu, the editor-in-chief of “Kokuikai” (Aviation World), was on Tetsuji's side. Tetsuji questions Jim, but Jim refuses to tell him anything, and the atmosphere turns sour. At that moment, Yosuke Sugie, a former classmate of Tetsuji's at the Civil Aviation College, enters the office.

Shadow Warriors is a Japanese television jidaigeki show featuring Sonny Chiba that ran for four seasons in the early 1980s. Chiba played different ninja characters in each series. In the first series he played Hattori Hanzō III, in second one he played Tsuge Shinpachi, in the third one he played Tarao Hanzō, in the fourth series and in Bakumatsu Hen, he played Hattori Hanzō XV. In the 2003 direct-to-DVD series Shin Kage no Gundan he played Hattori Hanzō I.

The year is 1926. It has been three years since the Great Kanto earthquake hit Tokyo. Everything is being rebuilt from the ground up. It is the first Toei yakuza film directed by Akinori Matsuo, who was active in Nikkatsu action movies. It is a local yakuza movie made following Okinawa Yakuza War (1976) and Hokuriku Proxy War (1977). The film depicts the war between a storied yakuza killer (Hiroki Matsukata) and the largest organized crime group in the Kansai region, which plans to advance into the Kanto region.

Hearing that his friend Yosuke Tsumura had died, Shiro Okabe returned to Kyoto. He felt that Yusuke's wife, Yusuke Tsumura's former love Yuko, knew something about Yosuke's death, but he was unable to find out what she knew. Okabe investigates Yosuke's death, but someone kills the people who provide clues one after another. Okabe follows Rumi, a woman at a bar who was close to Yosuke, to Mt. Hiei, and to his surprise learns that Yosuke is still alive.

He starts to work as a rickshaw driver, but his lover had died of an illness, leaving a baby girl, Hatsue. Hatsue grows up beautifully and falls in love with Shintaro. But when Okinawa is returned to Japan, the mainland yakuza tries to take over; the local yakuza tries to compete. Now sides are drawn among the local yakuza guys who used to be best friends since their childhood, and brother fights brother. It results in the biggest yakuza war in Okinawa.

At home, when his mother, the boss of a construction gang, bids for and gets the job of building the Town Hall, other gangs set out to disrupt her business and try to kill her.
