The G.O.D. Organization, a new syndicate even greater than Satan Organization and Desmoron, plan to drain Hong Kong's freshwater supply to show the world that they can destroy the human race. At the same time, they plan to attack Dr. Guo Dong and his son, Qian Da-Long, who is killed by them. In an effort to revive him, Guo Dong transfers his energy and life to his son to transform him into Super Rider X. Qian meets the other Super Riders and they begin a last fight to destroy the leader and minions of G.O.D.

Tang Zhi-Wei is kidnapped by Satan Organization, a syndicate with the plan to conquer Earth, and is saved by Dr. Guo Dong before he could be brainwashed. However, Tang's body had already been transformed so he could turn into a superman at anytime, and Guo Dong informs him that he and another young man, Hong Zi-Qiang, are now the Super Riders. Tang and Hong meet each other and begin to battle with Satan Organization's minions and elite members, Magic Queen, Dr. Death, and Hell Ambassador, who seek the GX Formula to dominate and control the world.

The leader of Satan Organization creates a new syndicate, Desmoron, which sees the total destruction of the world with General Scorpion in charge. Chen Ying-Jie, a man who saw one of their victims, is hunted down by the syndicate and after his parents are killed and himself badly wounded, the Super Riders save him by transforming him into their newest member, Super Rider V3. Now a superman, Chen now seeks revenge on Desmoron with the fate of the world on the balance.

After fleeing Europe, the brilliant scientist and mad doctor Frankenstein prepares his campaign of revenge against all of humanity in distant China. Completely isolated from the outside world, he develops his terrifying kung-fu monsters in his laboratory, using both test tubes and operating tables, quickly spreading panic and terror. With his weapon of horror, he also intends to destroy the Earth's axis. No one dares to oppose him, no army can stop his monsters.
