Hou is attached as the series executive producer. Lee, who has appeared exclusively in films over the past 30 years, notably those of famed Malaysian director Tsai Ming-liang, stars.

At the end of the 19th century, Shanghai is divided into several foreign concessions. In the British concession, a number of luxurious “flower houses” are reserved for the male elite of the city. Since Chinese dignitaries are not allowed to frequent brothels, these establishments are the only ones that these men can visit. Moreover, he is assigned to the Sea Dragon (ARB), a unit noted for the toughest physical training. It never occurs to Pao, however, that the greatest challenge in his military service lies not in the Sea Dragon but in Unit 831, a special task he is later appointed to… In this peculiar assignment, Pao vows to keep his virginity against all odds.
