An attack takes place on Rainbow Bridge in Odaiba, Tokyo by the fighter helicopter `Gray Ghost`. 2 days earlier, the Gray Ghost was stolen. The perpetrators are followers of Yukihito Tsuge. Yukihito Tsuge planned a coup of Tokyo 13 years earlier. The leader of Special Vehicle Section 2, Keiji Gotoda, sets out to stop the terrorists.

Special Vehicles Division 2 is back on duty, along with their Ingram Patrol Labor (Patlabor) robots. Using their courage as well as the Ingrams, Captain Goto's motley crew of officers battle crime in Tokyo city. They also deal with their personal lives, as well as the supernatural.

Seeking an escape from his mundane life, high-schooler Keita Amishima stumbles into the secret life of an agent of UNDER ANCHOR - a covert organisation combating cyber terrorism. Keita isn't alone, as he is partnered with an A.I. - the Phone Braver "Seven". Together, Keita and Seven work to counter cyber crimes, all the while dealing with the machinations of a rogue Phone Braver, "Zero One".

In the future when technological enhancements and robotics are a way of life, Major Motoko Kusanagi and Section 9 take care of the jobs that are too difficult for the police. A Japanese police unit who use giant anthropomorphic robots (called Labors) is caught up in a political struggle between the civilian authorities and the military when a terrorist act is blamed on an Air Force jet. With the aid of a government agent, the team gets close to a terrorist leader to stop things from going out of control when after the military is impelled to impose martial law.

A member of an elite paramilitary counter-terrorism unit becomes traumatized after witnessing the suicide bombing of a young girl and is forced to undergo retraining. However, unbeknownst to him, he becomes a key player in a dispute between rival police divisions, as he finds himself increasingly involved with the sister of the girl he saw die.

Cyborg detective Batou is assigned to investigate a series of murders committed by gynoids—doll-like cyborgs, which all malfunctioned, killed, then self-destructed afterwards. The brains of the gynoids initialize in order to protect their manufacturer's software, but in one gynoid, which Batou himself neutralized, one file remains: a voice speaking the phrase "Help me."
