A dramatization of the abduction and murder of a Quebec government minister by a cell of The Quebec Liberation Front. In October 1970, one group from the same organization kidnapped James Cross, the British Trade Commissioner in Montreal. A few days later, a second group kidnapped Pierre Laporte, a minister of the Liberal government. The film tells the story of this last terrorist cell which ended in the cold blooded murder of Laporte.

Eddie Laroche, a rebellious native leader spawned a national crises when he and his supporters declared the independence of Aki territory in a far-flung area of northern Quebec. He refused to negotiate without the presences of television cameras to record his people's plight. Jean Fontaine was the reporter assigned to the story and much of the film is told from his viewpoint. To reach Laroche's land, negotiators, government officials, and the film crew had to travel by boat. Fontaine is initially cynical and reluctant to do the story, but after he spends time on the boat interviewing it's passengers, his cynicism has dissolves and he realizes he is faced with the presentations of a terribly complex situation. His dilemma provides a main focus for the film.

Heritage Minutes, also known officially as Historica Minutes: History by the Minute, are a series of sixty-second short films, each illustrating an important moment in Canadian history. They appear frequently on Canadian television and in cinemas before movies and are now also sold on DVD. The Minutes were first introduced on March 31, 1991 as part of a one-off heavily-promoted history quiz show hosted by Rex Murphy. The thirteen original short films were broken up and run between shows on CBC Television and CTV Network. The continued broadcast of the Minutes and the production of new ones was pioneered by Charles Bronfman's CRB Foundation, Canada Post Power Broadcasting, and the National Film Board. While the foundations have not paid networks to air Minutes, they have made them freely available, and in the early years paid to have them run in cinemas across the country. The Canadian Radio-television and Telecommunications Commission has ruled that Heritage Minutes are an "on-going dramatic series" thus each minute counts as ninety-seconds of a station's Canadian content requirements.
