In an Italian seaside town, young Titta gets into trouble with his friends and watches various local eccentrics as they engage in often absurd behavior. Frequently clashing with his stern father and defended by his doting mother, Titta witnesses the actions of a wide range of characters, from his extended family to Fascist loyalists to sensual women, with certain moments shifting into fantastical scenarios.

A vengeful criminal targets the inspector who put him away, but the inspector survives and fakes his death. Ignoring orders to flee, he sets out to bring the fugitive back to justice.

The film focuses on Murri; the token maverick cop. He is called in after a bunch of criminals pull off a successful prison break and spend the night picking off various informers and people they don't like. Murri investigates; hooking up with one of the criminal's nieces along the way. He uses his own methods; which mostly involve breaking all the rules, and thus comes under a lot of scrutiny from his superiors who don't take too kindly to the cop's way of working.

Two convicts escape from prison and evade the law by taking hostage the middle-class family of a doctor. The television director and his crew show up to film the hostage crisis, and then things get progressively more bizarre and satirical. The story is about a youth named Massimo Monaldi, who, living in Rome, is a part-time college student who has some involvement in the protests that occur at his university. Massimo is also involved with drugs and he sometimes steals to make a living and support his habit (the theft of a tobacco box is very important to the story). Among his associates are his girlfriend, Cinzia, who comes from a wealthy family, and he has a wealthy male friend named Rudy who is very naive as well as strangely pampered by his overly-doting mother. Both families don't approve of their relationship with Massimo.

Pasquale Bellachioma, the unfortunate Police Commissioner, creates a "master stroke" that can finally put it to light before their superiors, but the results is continuous failure.
