'The Ruling' is a short 25 minutes film touching the themes of perception and age. Three stories are told: It follows an aging judge, Galindez, throughout a court hearing that turns very personal; the story of the incident behind the hearing and its accused, and the remembrance of the long lost days, when Galindez was still a young aspiring law student.

The story of Juan Pablo Duarte, founding father of the Dominican Republic, from his struggles for Dominican independence to his exile at Venezuela in the final years of his life.
