The bureaucratic epos on the dialogues and plots of Mikhail Saltykov-Shchedrin "The History of a Town". In a metaphorical and grotesque form, the film conveys the history of Russia from the calling of the Varangians until the end of the 20th century. The film traces the change of the “chiefs” of the county town of Glupov, which differ in varying degrees of tyranny and the corresponding total number of “killed” city residents. The heads of the city easily guess the former heads of the Russian state and the USSR.

In 1934, Margarita Chugueva, nicknamed Vaska for her large frame and masculine strength, was working on the construction of the Moscow Metro. In Anton Chekhov’s play the heroines are aged around 25; now they are 55. What does that do? The heroes’ retorts, stylistically inappropriate from today’s twenty-year-olds, are absolutely organic for the older generation, the ‘Soviet’ intelligentsia. The problems of Chekhov’s classical work concerning the search for a meaning in life, the loss of ideals, the fear before death without having achieved anything in the world, the desire to be useful to others – all these things are also a typical attribute of the Soviet intelligentsia.
