The film is a slapstick action comedy about company employees, known as "underground employees," who secretly handle problems that cannot be solved in public. Also appearing in the film are underground employees of rival companies with the same mission, a large landowner who is the target of both companies, a passionate man trying to revive a shopping district that is on the verge of collapse, and a man with some kind of secret.
