Based on the life of the Korean anarchist Park Yeol, the film shows his struggle to counter the massacre of Koreans by the government during the 1923 great Kanto earthquake, focusing on his activities as the leader of the anti-Japanese organization Bulryeongsa and his relationship with Japanese comrade Fumiko Kaneko.

Gu Hana is a blunt blue-haired woman taking a liberal film art class. No one gives her sincere feedback on her screenplay, which is full of anger toward men. Young-mi, the bookkeeper at a factory, is ridiculed for her dowdy appearance and called ‘Ms. Apocalypse’ by her colleagues. Do-young, a delivery driver, is the only one to show her any decency and kindness. As her feelings for him grow, Young-mi strives to get him off the hook even when she finds out that Do-young has been embezzling company money. It becomes the last day of 1999, and in the midst of people's fear that the world will come to an end, Young-mi gets arrested for aiding Do-young's crime. And thus, her new millennium starts wretchedly. As she walks out of prison after a few months, she comes across Do-young’s wife, Yu-jin, waiting for her and this unexpected visitor makes an implausible but compelling offer.

Hyojoo lives taking care of her younger brother, a theater actor. One day he goes missing, and she meets Wonyoung, a believer of the cult 'Soulism', which her younger brother had belonged to. Hyojoo goes with Wonyoung to Ganghwa-do, where her brother might be to see the sea. Before her acknowledgement, Hyojoo starts to trust and rely on Wonyoung.
