Crime thriller about the investigation of a man murdered at a Tokyo race track. Clues lead Detective Yoneyama (Mihashi) to Kobe where a narcotics gang is smuggling drugs in golf balls with the aid of an ex-cop (Takarada).

A Jonan Station detective, Kikuchi, is framed for smuggling drugs and sent to prison. When he is paroled, he joins a private detective agency, where he is asked to investigate Mitsue Takazawa, the wife of a local trading firm president. While secretly conducting his own research, he finds out that Takazawa's husband is the one, responsible for Kikuchi's imprisonment, who also have set sights on Setsuko, a woman Kikuchi becomes romantically involved with.

In the final months of World War II, 14-year-old Seita and his sister Setsuko are orphaned when their mother is killed during an air raid in Kobe, Japan. After a falling out with their aunt, they move into an abandoned bomb shelter. With no surviving relatives and their emergency rations depleted, Seita and Setsuko struggle to survive.

A shikakenin was an under-the-cover trade that undertook killing in Edo. Hanemon of Otowa, an agency that introduced laborers and maids, was also one of these. Katsugoro Iseya was a timber dealer who had come in as a client. His target was the constructions magistrate Hanno, and the Tatsumiya who sipped on the benefits. Hanemon who had a stong code towards killing, where he would only kill those who do no good to be in the world, accepts this request. Baian Fujieda, a needle doctor would carry out the killing. However, the professional killer Baian fails to bring down Tatsumiya. Hanemon then looks to another shikakenin, the ronin Sanai Nishimura for the role. Although Sanai's ability with the sword is good, he lives poorly in a tenement, and accepts this commission on the condition that it is kept a secret from his wife and child. Here, they close in on Hanno and Tatsumiya again...
