Network's CEO Mr. Leibowitz feels that his zany, ludicrous mix-ups in reporting has entertainment value and the high ratings prove it. Willing feels his glorious return will happen if he returns to the street and bond with the people – and even animals – in New York's Central Park.

Raymond "Red" Reddington, one of the FBI's most wanted fugitives, surrenders in person at FBI Headquarters in Washington, D.C.
