In a chaotic 19th-century Paris teeming with aristocrats, thieves, psychics, and courtesans, theater mime Baptiste is in love with the mysterious actress Garance. In Paris in 1887, Irène works as a governess to Douce, the grand-daughter of the dowager Countess de Bonafé. Douce believes she is in love with Fabien, the handsome manager of the estate. However she cannot hope to marry him because of their class difference. Douce's widowed father, the Count de Bonafé, has a wooden leg, and is infatuated with Irène. Douce discovers that Fabien is planning to flee to Quebec with Irène, and also finds out that the Count has asked Irène to marry him. So Douce tells Fabien this and convinces him to run away with her, causing consternation in the family.

Eusèbe Bonbonneau, a solicitor's clerk, learns one day that a candidate bearing his name runs for election as a member of parliament. In fact Frazier, a crooked businessman, has urged an accomplice to impersonate Eusèbe, in order to obtain, through this straw man, authorizations for the creation of a casino in Sanceau-les-Nains and to make big money out of it. Eusébe decides to go to Paris to investigate. In the capital he meets Mariska, an exuberant actress who encourages him to try to get elected. As a result, thanks to her the true Bonbonneau becomes a member of parliament and the crook's accomplice is arrested. But Frazier is not impressed and, changing tactics, he starts manipulating Eusèbe.

The exploits of Chief Police Inspector Chabrier, first before the invasion of France in May 1940 as he fights against spies preparing the coming the Germans, particularly Emmy de Welder, the alleged manager of the Rouen hospital. Later, Chabrier and his men go underground and resist the occupiers whatever the price to pay. When the Liberation comes Chabrier resumes his activities at the French National Police.
