Elite police official Ryuzaki Shinya heads the General Affairs Division of the Tokyo Metropolitan Police Commissioner’s Secretariat. In sharp contrast to Ryuzaki, Itami Shuntaro, the head of the Criminal Investigations Department, is amiable and perceptive. This is a story about the detectives at the Jinnan Police Station in Harajuku, Tokyo. Azumi Tsuyoshi, head of the Criminal Affairs Department trusts his staff and usually does not interfere with their investigation. However, one day, a dead body is found in the neighborhood. Toyo Ota, a neighbor, is spotted screaming into a microphone towards the victim's house. Azumi who thought this was strange felt the need to investigate this case himself. The case though is taken by the #1 investigation team which Akiho hoped to join. Nevertheless, Akiho goes secretly to the jewelry store where the theft took place. Later, a safe at a jewelry store in Roppongi is broken into. Stolen from the safe is the diamond called "Besu". The "Besu" is one of three diamonds that makes up the "Kuraida Family's Three Sisters". The other two diamonds are "Ani" and "Kyasari". The diamond "Ani" was stolen from the jewelry store in Shibuya, that occurred a few days earlier. Several people believe the two diamond thefts were done by the same person(s), but Akiho mentions the techniques used by thieves are different. Yet, Akiho believes there must be a connection between the two cases.

At first glance, Shimanaga Shoichi seems like an ordinary old man who was assigned to the Tokyo Metropolitan Police Department's Second Mobile Investigation Unit just before retirement, but in fact, he is a legend in spot-on investigations and can remember the faces of 800 people he has been assigned to. Takamaru Takuya, an ambitious and handsome member of the unit, teams up with Shimanaga and dreams of being transferred to the First Investigative Division. And there is Higuchi Akira, a detective in the Violent Crimes Division, who has a high level of insight and is sometimes not afraid to go solo to pursue and uncover the truth behind cases. While the Mobile Unit solves difficult cases that occur every day in a thrilling way, throughout the season, the Mobile Unit buddies and the members of Higuchi's team will team up to take on the Tokyo Metropolitan Police Department's worst cold case!
