A brother and sister escape from Japanese-occupied Shanghai to Japanese-occupied Taiwan, to stay with their grandfather who runs a Kung-Fu school there. However, the master of a Japanese Kung- Fu school in Taiwan has plans to bringing all other schools on the island under his domination, and part of his plan involves the murder of the grandfather.

Two sisters on their way home from a fishing trip spot a mysterious man in the water. After rescuing him from drowning, they learn he's a martial arts master -- a good thing, since a gang of vicious thugs is ravaging the girls' village. This film takes place during Japan's occupation of China during World War 2. A downed U.S. fighter pilot George forms an uneasy alliance with a group of Chinese freedom fighter Guerillas, Wang Lung, Wang Fung, Fa Par Chi and Shi Gin Don as they oppose the Japanese soldiers who have been destroying the countryside with the help from a crazy Nazi.
