Then a second inspector arrives from the capital. The events of the film develop as if they were taking place in the dreams of two animals – a blue dog and a black crow.

On New Year's Eve 2010/2011, Sultan encounters a group of passengers, each with their own social, political, and intellectual concerns. The story takes a turn when Sultan becomes involved with an influential woman who orders him to kill her unfaithful husband. He then discovers a dangerous file containing plans to destroy the country. Events intertwine with the death of his wife, and he ends up in a psychiatric hospital where he is murdered after 14 years. However, justice ultimately prevails as the truth is revealed and the guilty are punished.

Youssef, a nobody with tons of debts and nothing in his life, is offered a job by his uncle to oversee the construction of an elementary school in the far away rural town of Ragouj. He learns the good and bad of his new home and its people.
