A friend of Fred's, Alejo Otero, invites the Scooby gang to Veracruz, Mexico. There they find a monster, El Chupacabra, terrorizing the town.

Bobby Gomez gets invited to a quinceañera by default, but when he can't find a tuxedo large enough, he's forced to wear his father's from 1972 which turns out to be a blessing in disguise.
