The Kyowakai-Shintokai War came to a close with the disbandment of the Shintokai. While Kyowakai’s second-generation chairman, Kudo (Hakuryu), pushes forward with his ambition to unify Japan’s underworld, Kawatani remains stubbornly indecisive. Meanwhile, in Nagasaki prison, Tamura (Yoshiyuki Yamaguchi) is approached by a man bearing a ceremonial sake cup from Mikami… At the same time, Himuro (Yasukaze Motomiya) enters Kawasaki Prison, only to come face-to-face with his old rival, Akimoto (Sho Aikawa). With former Shintokai member Sugamoto joining in, a fierce power struggle erupts behind bars, where the stakes are nothing less than the yakuza crests themselves.

Hakuryu becomes a relentless, pure embodiment of vengeance! The mad warrior who stands in his way is Susumu Terajima!! A small rural town is caught in the middle of a conflict: the local Gotoda-gumi versus the Ebisu-gumi, who want to seize land for industrial waste disposal. In this countryside with nothing but hot springs and violence, a lone man suddenly appears. That man is a former Organized Crime Division detective (Hakuryu), whose wife and child were brutally murdered. His life destroyed by the yakuza, he now lives for only one thing—revenge. With a single purpose burning inside him, he throws himself straight into a hail of bullets.

In an age where the Anti-Organized Crime Law has flipped the power balance, even civilians now dare to threaten the yakuza. The Yajima Family is relentlessly harassed by the rising syndicate Shoryukai, yet making the first move would only endanger the organization under the watchful eyes of the law. Their hands are tied. However — one man refuses to abandon the path of ninkyo, the chivalrous code of the yakuza. Acting lieutenant Nagata (Hitoshi Ozawa), who has held the Yajima Family together all this time, chooses to cut ties with his own clan — declaring himself “expelled (hamon)” — in order to strike back and protect the family from the outside. A lone wolf, cast out… but his counterattack is just beginning.

Kazan (Koji Matoba) is a detective in the organized crime division, but he lives by no rules—raiding gambling dens, starting fights during interrogations, and refusing to be bound by the system. Haunted by a past he doesn’t want to face, Kazan continues his reckless pursuit of evil. One day, his only true partner, veteran detective Utagawa (Hitoshi Ozawa), dies in an accident. Left alone, the man who shared no bonds with anyone finds unexpected understanding with an old-school yakuza boss. As Kazan digs deeper into Utagawa’s death and the truth behind an unsolved gang boss murder, he finds himself stripped of his badge, cast out like a man already ruined. With nothing left to lose, this disgraced detective begins a desperate path of vengeance.
