Daigo Kiryu and Utsusemimaru set out on a journey in pursuit of Uchu King Dagded who invaded Earth. However, during the battle with Dagded, Utsusemimaru is sent to Earth in another time. They arrived on Earth, which has been invaded by the Deboth Army, unable to save the universe from Dagded. In order to stop the ruined future, they head back to the original timeline, but due to the changes in the timeline, Uchu King Gira reigns over Chikyuu!

Nicola, who has ascended to the throne as the queen of Planet Trickle, has decided to form an alliance with Planet Chikyu. Bakuage Sentai Boonboomger has been invited to act as witnesses. Taiya and the others were scattered across the stars, each take action to escape from this dire situation. Soon, a dangerous heartbeat begins to resonate from deep underground. As a powerful evil awakens, will the two great Super Sentai be able to come together again fight together?! The battle for the three planets begins now!!

Movie War Mega Max featured the first seven Kamen Riders (Kamen Rider 1, 2, V3, Riderman, X, Amazon, and Stronger) to commemorate the franchise's 40th anniversary. Trailers for the film shown during airings of Fourze also showed the return of Kamen Rider Double as well as a new form for Kamen Rider OOO. Unlike previous Movie War films, where they were divided into 3 segments, Movie War Mega Max is divided into 5 parts. Like previous Movie War films the secondary Kamen Rider of Kamen Rider Fourze, Kamen Rider Meteor, made his debut in the film.
